Some Achievements are being tracked - things that Blizzard can detect you've done, such as map discovery or quest completion. But other things aren't tracked - such as mob kills, for instance - and to my knowledge, Blizzard has confirmed that you'll need to do the achievements after the system goes live to get credit. If I'm wrong and there's news since then, I'd love to hear about it - it'd make my Wrath planning a lot easier! :) I haven’t seen any post along those lines. So I'm not sure why you think that you can't do the food/drink/falling ones now.
